blocks active and not active with functions

hi need little help see if i can dig someone memory
in modules to show one function if is active in modules you is_active

like if is_active (Downloads)

how would i do the same as this for a block

like block-custom-info-block as i have 2 different functions but only want to show the function thats used if thats active

if that makes sence

like the code that shows use this function if this block is active else use another function

basally atm i have it like this and i not 100% sure if this right

if ($phpnukemode ==1) {
then code
elseif ($cpgmode ==2) {
thencode
}else{ ($postnukemode ==3) {

any idears as some functions will have 2 or 3 alternatives
