'Broadcast (Text) Message' Function

I am using PHP-Nuke Version 7.6 with patch 3.0

I was playing with the Broadcast Message Function.

I though that only registered users were supposed to be able to view any Broadcast Messages.

I do see that registered users DO see the Broadcast Message, (and only once), but I also note that unregistered users can see the Broadcast Messages but for them the message seems to stay visible for a much longer time, even when the unregistered user refreshes the page or moves to another page.

Is this correct?...If so, why and how long does the message stay visible for the unregistered users?

Also, is there an option for the administratior to disable the 'Broadcast Message' function and prevent the users seeing the option to use this in the user account admin panel?

Thanks Kevin!...I now know what to do when/if users abuse the system.
