I know there has to be a way to do this and its probably right in front me. I need to be able to manage users access as far as administrators, users, moderators. I have no intention of using the forums in raven nuke and am not sure if this is what i need to use for that to work. Any light that someone can shed on this would be greatly appreciated. If there are any modules that would assist with user administration please let me know.

"Moderators" is a term from the phpBB forums only. If you aren't using the forums, this doesn't make sense.

What exactly do you want to do? Right now you can assign modules to NSN groups, and then users to groups.

ok I would like to have the following groups

Administrators, moderators, members, registered users, visitors

Administrators would have total controll
Moderators - Approve new submissions for news and storys etc....
Members - Be able to post without the requirement for approval of posts
Registered Users - be able to post however require approval of posts.
Visitors - read news and apply and download.

1 Administrators you can create already from the nuke administration area.
2 - To approve new news submissions you need to add an administrator and give them the access rights to 'News' in the nuke administration area - that is the only way you can do that without extensive code modifications as *nuke is not granular enough.
3 - Be able to post what without approval? News? You might be able to do that with some slight modification or perhaps there is another alternative News module which offers this functionality but I do not have time at the moment to research it any further sorry.
4 - registered users require approval is standard behaviour already
5 - download what?

NSN News 2.0 has a feature that supports automatic approvals of submissions by certain users without requiring admin approval.

Curious - what is the difference between members and registered users? Yes, I read the different permissions above, but my question is: Why?
