I tried to upload my avatar from my machine via Forum. It was a .jpg image 80x80 @ 4.86kb.
Error:

I then tried to Uploaded via Entering a URL however this image was slightly bigger than stated requirements. I got this error:

uploading file now works but uploading via URL still shows the same error as above on line 251, file: usercp_avatar.php

I had another go. I found out if uploading via URL and if the image is bigger than the required size of 80x80pixels thats when the error occurs:
General Error
Unable to upload file
DEBUG MODE

I believe thats because Raven has debug mode turned on, When its turned off (which it normally would be in a production site) you would get an error message stating that the file size was too big and a reminder of the correct maxumum size. |

Ah right cool. Another solved thread in that case. Can I mark it Fixed or is that only for admins to decide? |
