Another form processing error.

In order to pass any variables, you must place the select code in the <form> block.

Oops.

Tried it again with a rewrite of my listbox but still no go.

Try removing this line <input name="division" type="hidden" value="">

It worked. I thought I needed that.

All values are passed if in a form block. That input statement was blanking out the value after it was set in the select statement.
