Have You Ever Seen This????

Alright I'd Like to Start By Saying this is My Frist Post here! Anyways I have searched High and Low and Noone Could Figure this one out. I have Tryed 7.7 and 7.8 Destroyed my DB and Recreated it and I keep getting this Problem. The Problem I am having is that Anytime that I Reload or Go to another part of the Admin Modules page that causes it to Refresh I have double the Icons I had before. eg. I login I have 1 Content Block and 1 of everything else. I refresh now I have 2 of everything. I click any of the blocks now I have 3 and so on. Has Anyone ever seen this and how can it be stopped?

Start over and d/l the 7.6patched distro from here. Drop your database and recreate it. Delete all the files you have on your site and load the ones from 7.6 patched. v7.7 and v7.8 are highly insecure and exploitable. Stay away from them.

All Right! Everything is working Great Except..... Now I can't Get the Forums to Show up am I missing something? I made them but they aren't showing up on my site.
