Access Denied for your account

I am trying to set up an admin that only has user rights to access the Your Account Module so that they can approve new users. I created the admin account with only the your account box checked. I can log in as that admin fine but when I try to go to the your account admin panel I get a "Access Denied" in the top left corner of window. I do not want to make it a Super user account as this would create too much of a security risk for the site. Any ideas?

I am using the PHP-Nuke Clan Package 2.1.

That your account module had several bugs. I would advise to update to the CNB YA 442 version.
