ive got a few union attacks and the agent is Microsoft URL Control?
has anyone got any of these?

Do a google search on 'Microsoft URL Control'. There's much on this. Sounds like you want to ban this one.

is this correct way to add it to my .htaccess?

Should be
RewriteCond %{HTTP_USER_AGENT} ^microsoft\ url [NC]
