Blocked IP not inserted into the database

phpnuke 6.9 patched (chatserv)
nuke sentinel 2.11 ip2c

i tried to add an IP to the blocked list, but nothing is being write into the database. I tried different reasons of block (blockother, blockunion blockadmin, with same result)
THe IP was added into the .htaccess

any help?

note: the guy registered only to gather email addys... got scam from him in my box.
the ip is 81.199.108.8

nevemind... i did a new fresh install and it's OK now...
