I don't see any place in the DB or in "Edit Users" to un-deny a user that has been denied by "Admin Approval". I can activate a deactivated user but I need to allow a user that has been denied.

Don't quote me on this, but I would think that when you deny a user they are just deleted from the temp users table. Meaning that they would be free to sign up again. Meaning there is no way to "undeny" them.

I'll let you know, was figuring the same thing. Going to get the user to sign up again ...

Sorry to be late but yes, that's exactly what happens, the user is removed from the temp table. The user in question re-applied and approved.
