How come users can't have a ampersand (&) in their usern

Is there any reason why users can't have a ampersand (&) in their username?

Is there a fix for this or a programming reason why they can't have one?

It is reserved in HTML. But tell them it's just because you don't like the way it looks and that will help instill respect and awe at your powers.

I am sure it was thought better to strip out certain special characters than to allow 'evil to become your site'. Sometimes the patches can go too far or be too broad-brushed, but...
