Is there a way to make links and downloads public for all, but only have registered users be able to submit links?

Using the default set-up - no.
However, I think there is another thread in this forum relating to making downloads visible to all by requiring registration to download.

NSN Group Downloads provides that functionality.

Aha! Found it via another thread. There is a place in Modules/WebLinks/l-config.php which gives you a choice to allow guests to submit links or not.
