Id like to add edit an veiw meta tags to the theme Im using, what file controls this?

also Id like to add , edit the CSS <link rel="StyleSheet"
where can I edit this also

You can edit/override the meta tags by clicking on the SEO link in the top nav menu when logged in as admin.
