WelcomePM - Send New Users A Welcome PM Upon Account Activation

This code addition to Your_Account module will allow you to send all new users a personalized welcome message upon account activation. This is strictly for user registrations through Your_Account and not for Forum registration. Get the WelcomePM - Send New Users A Welcome PM Upon Account Activation mod.
