Admin Activation not working!

This is very strange -- I have several PHPNuke sites and have run/updated them for serveral years no - but I have never run into this problem before.

This is a fresh install with only Coppermine, a scrolling forums block and an updated user_info block added.

I have the forum registration set to "Admin", but when I vreat a "test" account - it comes back as a "user" activated account. I have checked this with phpmyadmin and the setting changes, but the activation does not change.

What am I missing here folks?

You said "forum registration" set to "Admin".
Why are you using the forum permissions? Just set the module to Admins only. Or did I miss something like your using the forums registration for users instead of nukes?
