currently my site is banning some ip
here's one of them ip that get banned

It means that its blocked that IP because the user agent matched one in the Harvestor list. (Bad Bots list)

For more information on the specific user agent get on google and search Bad Bot + user agent and you'll find out all sorts of interesting tidbits.

Once in a while you will find a false positive or that you want to allow downloaders ( dialup users has been mentioned with respect to getright and the download user agent ) But that is a call that you have to make for yourself. As you know your sites purpose and audience better then we do.

Unless your providing study materials I can't think of many other "good" reasons to allow this on your site.
