Web Site Design for New Business - Paying Top $$$

Aloha to the community of RavenWeb. I decided to come here as I have used this site numerous times in the past for projects of my own, so I decided I could come back here for a project of my own.

I have recently started a business and I need a website to project my business's image on the web.

Requirements:
Opening page must have flash
Other pages would be standard HTML
Would like the menu to consist of DHTML
One section of the page would be a secure form, which would be fairly complex to allow for intakes of personal information from potential customers.

The whole site would be approximately 8 pages, implement 1 3rd party modules, and use SSL for the application page. The designer would have to be creative, have all the needed software for such a project, and have webpages they have designed in the past to showcase. The receipient of this project may also display his/her logo on our company's webpage for their own advertising.

My business has a substantial advertising budget and we will work with the developer on the price. We can pay for the site via Credit Card, Cashier's Check, or Paypal, depending on the developers wish.
