Have you determined whether there is some common denominator like, they are all using the same browser?
Have the tried with their firewalls tuned off?
Are they using the correct user/pass combination?
Have you recently changes anything like the sitekey of cookie name?
Are they getting any error mesaages or is the page simply timing out?

I've just had an interesting problem with a user suddenly not able to login. She's had this issue for a week. So last night I spent almost an hour on the phone with her, deleting cookies, checking nick/pass combos, changing some browser security, nothing worked. She was able to login from a work computer, but not her home computer, though that had worked fine in the past. Finally, something tweeked me to check the user-sessions table for her IP. Sure enough, her IP was in the table, without her username. I deleted that entry and viola! it was fixed and she logged in.

Doesn't that seem a little odd that it would not have her username? Certainly an incredible coincidence wouldn't it that the same IP address (i.e., within probably her immediate ISP subnet) is also a member of this site? Maybe not, just got me going "hhhmmmmmm".
