Problem when trying to access preferences

I get an error now when I try to access preferences. This occurred sometime after installing NukeC (go figure) Here's what I get:

What is the file that it is trying to access on line 21? Do you have that file? If not, then that is your problem.

Well, it called for settings.php and all I found was setting.php under the admin/modules I got settings.php from the nuke 6.9 package and uploaded it and now it works. Tell me, is there a file that is supposed to be called setting.php?

Yes, you should have a file called settings.php in admin/modules.
