Free Nuke themes are available in tons of places, use Google to search by "PHP-Nuke themes" and look them over to find what you like. Nuke usually includes a bunch of different themes (depending on the version).
Themes get installed in the themes directory (each theme being a sub-directory of that directory)... You'll probably want to find nuke themes that include the phpBB forums templates as well. (They usually say "Nuke only" or "Nuke and phpBB combo".... You want the latter).
Once the theme has been installed (simply uploaded to your server), you must do a few different things to use them.
The admin/preferences is where the "default" theme for your site is "set". Depending on the "Your_Account" module that you are using, you will also find the ability to define if this is the only theme your site uses, or if users can select one of your other themes... I could tell you more, but not knowing the version of Nuke you are running, (and if you are using CNB_Your_Account versus any other "Your_Account" module) it's difficult to give you exact instructions on setting an "Exclusive" theme versus people being able to select a different one.
Anyway... Once you have defined a default theme in admin/preferences, that will be the theme everyone sees and uses.
In the Your_Account area, you have the option to "Change Themes". Once you have logged in and you click on "Your Account" you'll see what I mean.
Now remember this, if you have multiple themes, if you are an anonymous user (not logged in) you will always see the default theme set in admin/preference. However; once you login, you'll see whatever theme you have selected for that user account (meaning if you had already selected a theme that is different from the default them).
Thus, there may come a time when you change the default theme to a new theme, however, if you already have a theme setup for your particular login ID, you'll need to make the change in your account as well to see it after you log in.
wow thank you soooo much for the help i really appreciate it i have a really nice theme downloaded i am trying to upload it to the server i dont know how at all again thanks for helping
