They have modified the header.html file (or a similar file) in their themes folder and just added the code from the login.php file (or a similar script) to accept the input their instead of in the regular login block.

Why would you think you are an idiot?

Anyway, what theme are you using?
In the themes/(your selected theme) directory there is a file named header.html
That file controls how the top of your site looks.

Take the code for logging in from the block-login.php file:
Code:
<form action="modules.php?name=Your_Account" method="post">
<center><font class="content">Username:<br>
<input type="text" name="username" size="10" maxlength="25"><br>
 Password<br><input type="password" name="user_password" size="10" maxlength="20"><br>
<input type="hidden" name="op" value="login">
<input type="submit" value="Log In"></font></center></form>

and paste it into the header.html file where you wish the login to appear.
You might mess around with the layout (enclose it into a table) or play with it until it lays out the way you want it to.
It depends on which theme you are using exactly where that will appear and whether you want it to layout vertically or horizontally.
