How do you change avatar?

I am trying to change a avatar for a user and can't find where that is done.

Here you can see and delete the user's current avatar.

This area is blank. No avatar is shown and i see no where to change it. This is in User Admin Management

Then it does not appear that the user is using a custom avatar. If he were, it would appear in the Profile screen. Are you sure he is using a custom avatar? Try the User Info screen. You will have to be logged in as the user though.
