I don't get how to run this by not activating it - I'm supposed to click on it. huh?

You could activate it and restrict it to Admins only. All that does is move it to the Modules block instead of the Admins area of the block. Regardless of whether it is active or not, you still have to click the link just like you do any module.

It presents any users in waiting. You can Resend, Modify, or Delete the entry through the use of the buttons. Or, if you want to activate the user, just click on the hyperlinked url.
