I'm IP Blocked from my own site - Im a dumb arse or hacked

Hello.

I'm a newb, and I need help, as I was likely hacked.

I saw the other post in these forrums, but I still do not know how to uninstall or safely remove and start over.

See the image below...nukesentinel has blocked my own personal IP address or within a range. I can bypass loading sentinel by commenting it out within the main.php file, but my question is this:

1. If I can, how do I dump the banned ip addresses within mysql?
2. Is there somewhere I can read how to uninstall and start over, and if so, do I still have to dump stuff from the database?

Thank you in advance for any help provided. (image below of the dreaded IP is BLOCKED screen...ive erased my ip and site name)
