I went there to find the block-modules.php news item.
this block was re-coded to use ul and li.

Your right, something is broken.
I have just recoded the same file (a few days ago) to use UL and LI tags for my own custom side block menu (it uses CSS driven rollover images etc).
Give me a couple of days and I will get it packaged up with a selection of images.
Shoot me a PM tomorrow to remind me as my memory is really, really bad these days.
