I don't think this is an RN issue.
Is there a time difference between your own local timezoen and that of where your server is located? It's possible the shoutbox code is using the server time rather than a local user setting. |

Are you logged in?
Also I assume this is the shoutbox which came with latest RN package?
I had quick look at the code and it should use the server time for someone that is viewing the shoutbox, but not logged in, and if they are logged in it should use the timezone that the user has selected. |

Go into the Admin panel and click on the top shoutbox icon. Then go into layout. Ensure the date and time settings are correct for your server. |
