not able to move topics

I am having a brain fart I guess, running rn2.10.00, I am not being able to move threads from one forum to another. I am set up as a mod, but there is no permission setting allowing me to move them, I can do everything else.

Am I imaging this feature?

Under the mod control panel (in the thread/forum page itself), there should be a set of buttons to delete, lock, move, and split a topic. Do you see them?
