One of the performance enhancements involves removing the check for new modules every time a page is displayed. Though this improves performance, it can cause confusion if you try to add a new module or to activate one of the very useful modules included with RN that isn't turned on by default (e.g. Advertising, Resend_Email, UserInfoAddons)
If you look at the modules page, you'll see a couple of important notes, including:

New Modules copied on the /modules/ directory will be automaticaly added with Inactive status to the database when you reload this page.
Although new modules are added to the modules table with an inactive status (only when the modules administration page is loaded), they will not appear, even as inactive, in the modules block until you activate or edit the module.
*Note - we need to correct the spelling for automatically, and we need to change "and" to "an" in:

You are right with this. I was indeed confused for several minutes when I didn´t saw the new module Advertising in the administration after upgrade. And "and" is just peanuts but correctly is of course an.
Agreed. I wanted to test something with Advertising but couldn't find it, and remember montego's comments about the change to auto-load the modules tables only on refresh. I couldn't find details in the manual, and thought it might help to clarify here.
I noticed the spelling corrections so we wouldn't forget. They're definitely minor, but RN is a process of continual improvement, even if 2.1.0 is a significant improvement.
