odd question marks poping up in random places

I have this weird character that has popped up in what i consider the most random places. for me its a questionmark in a diamond, but for some of my other members its a normal question mark. heres a link to a picture with some of them

now in some of the places it would be where a copyright symbol should be. I've poked around some of the files and haven't seen anything like it I dont see it in any of my PHP as far as I can tell, also I think this may be perhaps a missing character so it would be even harder for me to find, any clue as to why this is happening and how I can correct it?

Usually it means the character set from your webpage is different from your web server. You'd have to check what your server uses, but generally its either UTF-8 but phpNuke uses ISO-8859-1
