Im trying to add a admin to phpnuke

I log in as admin on my site,
Go to edit admins

I can create the admin but i can only give them power of certain things.

Im running 7.5 and i upgraded from 7.0 awhile back, ever since the upgrade I have not been able to do this.

The admin menu is now split into 2 sections,
1)Administration Menu
2)Modules Administration

The catch is in the add admin menu the only thing i can grant power to is the icons that are in the Modules Administration everything in administration menu is not there, im talking about the check boxes that you check when you add a admin, the only ones i can check or that even show up are just the ones in Modules Administration. I need the ones in the other menu.

Any ideas?
