I am actually working on an advanced Twitter block at the moment (but you have to be patient as my development time is extremely limited) and I will add scrolling to the list of capabilities. In the interim, just take the javascript widget from Twitter and put it into a block file and wrap the $content in a marquee tag (won't be XHTML compliant, but you might not care about that).
