A member on my site is banned and I cannot find him anywhere to unban him.

Are you sure?
bit weird cause the ip you posted belongs to google.
and how can he get caught with that....and show a forwarded ip....

The only two placed to look that I know of are NukeSentinal and the .htacces file

Neither contain this IP address.

well you can run his ip in sentinel search..
als let him check his own ip...
if he gets the sentinel blocked page he's in there...

I've had one user who has issues with his IP- Sentinel doesn't show his IP address- it comes up as "unknown" in the list- I remove that from the list of banned IP's, and he's ok. I double check the time/ date stamp he gets from Sentinel blocked screen with the entry in Sentinel blocked ip's....

His ISP is Orange (UK)- and a search for his IP address doesn't show up in Sentinel as blocked....

I'm not sure- I'll check (probably not) Sentinel version 2.5.01, nuke 7.6 patched with chatserve's tweaks. (will go to RN 2.10.0 etc once it's released and an upgrade patch from 7.6 is clearly defined...)

It's bounced the member again today:- the email states:

The users IP was actually 91.105.96.155

Hope this helps. It may be that I've not updated something- unusual how it only affects one user though?
