I believe there are some IP's stored in the 'unkown' and 'ICANN Reserved' ranges, it is possible some users may have one of those IP's or something is masking their IP.
Have you tried using the IP search tool to see if their IP was listed in any of Sentinels stored ranges?

Yeah, it is definitely a good idea to sign up for BobMarion's script updates newsletter and keep up-to-date on your IP2Country data. He always has updates to the unknown and reserved. I find that that always solves this issue when I run into it on my site.

I have someone that has an ip that is in the IP 2 Country Ranges(75.0.0.0 to 75.255.255.255). Is there a way to authorize a particular ip in that range?

Yes, use the excluded range menu.

Would I just "Clear All Excluded Ranges"?

No, add the IP to the excluded range.
You could add the IP to the 'protected range' but you would need to ensure the IP is for that specific user or someone spoofing the IP would never be banned by Sentinel for a hack attempt.

you mentioned BobMarion's script... I'm not familiar with that update. Can you post a link by chance. I've been searching without any luck...
