But, if you ban the country through NukeSentinel and it writes the CIDR/s to your .htaccess, won't it stop them if your script is somewhere underneath that .htaccess file?

Then maybe that script is not running underneath that .htaccess file? If so, is there another .htaccess between your top level one that NS writes to and the script that is being "accessed" that could be overriding the higher level .htaccess file? If not, then I just have to assume they are spoofing IP addresses and using a different one once they get the "deny"... don't know what else it could be.
