I know the time on my server is correct, but in spite of my attempts to change the time on the PhPBB module, the time remains off by about 12 hours.

Is this a known problem, or does anyone know why it might not be changing when I change the time in the admin panel?

Make sure you are not logged in to check if the admin setting gets applied or not, if it does then login and change your personal time settings through the forum's profile.
