? marks throughout?

Hi all. I know in searching for other things over the past few weeks I saw a post about this but can't remember where.
At any rate, using the fsibice theme, I have question marks where there should be ' marks.
The post I saw was related to the question marks showing up in the admin block which I wasn't too worried about.
But if you goto stangsgarage.com you'll see what I'm talking about.
Any help would be appreciated.

It means that your server is using a different character set than what phpNuke is using
Check what you are using on the server and make sure your language/lang-*.php file has the same in the _CHARSET definition
UTF-8 or ISO-8859-1 usually

Possibly need to use phpinfo()

Not yet....
Still have them in the admin block and here and there in the site.
So no real fix yet....
