Does it say Apache or CGI

No. A 'handler' associates a file type with an application. With a handler, you could add an extention of ring_c to all your files (config.ring_c) and then tell the handler to actually run that as if it were config.php

It's only now that I've noticed this message.

Verify with your host that mod_rewrite is installed.
