The whole premise of the Treasury module is around monthly donations. There is a "swing" day, but that only determines how many days after the beginning of the month that donations from the previous month are displayed. I'm not sure how extensive the changes would be to support what you want.

I only want to change the date displayed in the block from the end of the month to read the 22nd. Other than that, the swing dates can be anything really. It doesn't matter much to me..... People only digest what they can see right? lol

In that case, in the block, change:

to

   $DM_DUE = date("M") . " 22";
