This is a bit dated, but I am experiencing this very same problem. I can edit and delete blocks, but not create them. It sounds like it is a groups problem. I tried the suggestion of uploading the INSTALLATION folder and run the installSQL.php, but the installSQL.php file would not display anything. I only received a white page, no error or anything, just a blank page.

I uploaded the INSTALLATION directory to the html directory (see example below).

html/blocks
html/INSTALLATION
html/modules

Is the INSTALLATION folder at the right location? Can I just execute the SQL myself in PHPMyAdmin?

I just ran the SQL via PHPMyAdmin and everything is working like a champe with the blocks now.

That only leaves me with the blank page issues on the forums, and I'll be back to 100%. Unfortuantely, this blank page problem has me 100% stumped.
