how would I run hello2(); in my header file in my theme cause whenever I put that in there it just displays it as text should I put it somewhere else or what.

You can't just run php code in an html file unless you have set Apache up to parse *.ht* files for php code. What exactly is it that you are trying to do? You might add your code to theme.php or possibly includes/my_header.php. Need input ROTFL

under my logo I want to ad the command ads(1); that will display the ads in position 1 on my site.
