why would a forum ask for modules.php

ok i installed phpnuke 7.5 and it seems things are working properly. i can access all modules from what ive seen so far in the admin section, well i click on forums module and i access the admin page for phpbb forums, i can access all areas but when i try to preview forums or go to forum index, it wants a module, i get an error saying

and i only saw 2 modules in the phpnuke anyway, i dindt know where to change where to find this so i copied the modules.php form the main admin folder, which is probably a bad idea lol but wanted to test it anyway, and pasted it inside the forums/admin area, now i get a access denied. so im kind of stumped on what to do next, i was also trying to get a theme going inside the phpbb forums but not all of the graphics are showing and are all red "X"'s but the format i want shows, but its all text lol http://img32.exs.cx/my.php?loc=img32&image=forumtext1jj.gif anyway i really dont know what to do, any help would be much appriciated, thanks!
