1 download at a time

Well am planning to host tons of files so is there a module to have 1 download at a time in your site and if they go over a certain file size... lets say 100megs then they cant download again for hour(s)/ day(s)... that would kick ___ !! lol

I don't believe there is such a module at this time, but I could be wrong.
