I updated my sentinel to v2.5.1.

Sometimes when I click on parts of my webpage I get a url as such.

.blehbleh.com/bleh.phpNSNST_Flood=b91aa1a826ee8b417a51eb80987ced64

Does that mean my flood blocker is turned on and if so how do I turn it off?

this is what I see when i check my flood blocker settings.

Activate: You can not use .ftaccess writting until you have set the ftaccess Path in admin.

Yes, that is from the flood blocker. Unfortunately, even if you turn off the flood blocker in the Blocker Configuration, you may still see this from time-to-time. It will not hurt anything in my opinion.
