How to get the "Welcome" back?

I am reinstalling Raven's Dist and have a question, i deleted the Welcome part at the top of the page. How do i get that back? I wanted to edit that part and use my own words.

It's just a message block. Just create a message from the admin panel.

Just for interest's sake, Raven, did you actually create that welcome message directly in the database?

When ever I tried to modify it I got those HTML tags not allowed messages.

That customised distro was great. I now have it on four sites.

I removed all the unwanted language files and what a difference that made to upload time on a dialup.
